      The Italian engineering and architecture services sector is currently facing a period of serious challenge, exacerbated by the market downturn following the temporary boom generated by the National Recovery and Resilience Plan (PNRR) and the Building Bonus schemes. The fragmentation of small professional firms makes it difficult to compete with large international groups, whilst the lack of project coordination has a negative impact on timelines, costs and quality. Digitalisation offers an opportunity for revitalisation: BIM, data-sharing platforms and project management promote collaborative processes, interoperability and data-centricity. The project manager plays a central role in coordinating expertise and information flows, supported by shared standards. The shift towards partnerships between structured companies and professional practices paves the way for a more integrated, efficient and sustainable model.

      Productivity in the construction sector, which is lagging behind other sectors, can be boosted through innovative digital practices such as the systematic implementation of BIM (Building Information Modelling). This tool allows digital objects to be characterised not only by their geometric properties but also by their performance characteristics, thereby enabling the evaluation of the product through value analysis. After presenting the regulatory framework for the performance-based approach and the challenges relating to the digitisation of objects and the use of software for the energy analysis of buildings, two key themes that enable the implementation of value analysis in the construction sector were explored: BIM and CE marking. The case study to which the proposed analysis was applied is the market for insulation products, based on the example of swisspor Italia.
